Mohamed El Bashir is an active Internet Governance and Infrastructure Expert, He has been active within ICANN since 2001 he served as a Council member in ICANN's Country Code Supporting Organization "ccNSO" Council for 2 terms as a Country Domain Manager, member of ICANN's Board At Large Advisory Committee "ALAC" from 2006 to 2010, ICANN Nominating Committee member from 2010 to 2012. He is actively involved in the Internet and Domain names Policy Developments regionally and Internationally, he is an Expert in Internationalized Domain Names "IDNs" issues and implementations, He was a member of ICANN IDN Guidelines Revision Working Group "WG issuing ICANN’s IDN guidelines", and also was a member of ICANN President's Advisory Committee in IDNs. He has been involved in the established of several Internet Society chapters in the Middle East Region; currently he is a founder and Board member of Qatar’s Internet Society Chapter. Since 2008 Mohamed joined Qatar's Ministry of Information and Communication Technology "ictQATAR" and he is currently the Technical Affairs Dpt. Manager in the Regulatory Authority, managing Technical Regulatory matters including Numbering, Internet Domains and Interconnection. He established Qatar's Country Code Top Level domain Registry and implemented the launch of Qatar's Country Arabic domain. He developed and Managed Qatar's National Numbering Plan and implemented Mobile Number Portability. Mohamed has been managed the development of national IPv6 migration plans, Development of Technical Regulatory Policies and Procedures. He has participated in the UN World Summit for Information Society "WSIS" process (Geneva and Tunis Summits ) and attended the Internet Governance Forum meetings as a regular panelist and speaker.
